Increases the maximum Washington College Grant for students attending private four-year not-for-profit institutions beginning in 2026-27 academic year from 50% to 100% of the average award granted to students at public four-year institutions in Washington

Increases the College Bound Scholarship award for students attending private four-year not-for-profit institutions beginning in 2027-28 academic year from 50% to 100% of the average award granted to students at public research universities in Washington

Amends RCW 28B.92.030 (Washington College Grant definitions) and RCW 28B.118.010 (College Bound Scholarship program design) to implement the increased award amounts

Maintains existing award structures for other institution types, including public colleges, for-profit institutions, Western Governors University-Washington, and apprenticeship programs
