Clarifies that LEOFF Plan 2 members who retired before February 1, 2021 (not "on or before") receive a one-time lump sum benefit of $100 per service credit month, with a $20,000 minimum for line-of-duty disability retirements

Changes eligibility for the retirement choice between tiered multiplier benefits and lump sum benefits to members active after January 31, 2021 (previously "on or before February 1")

Adds members who retired on February 1, 2021 to those who must make an irrevocable choice between the tiered multiplier benefit and lump sum benefit if they later return to membership

Maintains existing provisions that beneficiaries of line-of-duty deaths receive the greater of $100 per service credit month or $20,000, and that members who received contribution refunds are ineligible for the lump sum benefit
