Authorizes the school information processing cooperative of Washington's educational service districts to develop and maintain a statewide digital transcript file standard and secure, platform-independent data exchange environment

Enables two-way transcript data sharing between school districts, charter schools, state-tribal education compact schools, and postsecondary institutions

Requires express, revocable permission from students (or parents/guardians when legally required) before any transcript data disclosure

Mandates participation by public K-12 schools and public higher education institutions; private four-year nonprofit colleges may participate voluntarily

Eliminates the need for individual bilateral data-sharing agreements between participating entities by establishing unified authorization requirements
