County auditors must schedule meetings with Indian tribes by August 1st and September 1st of each odd-numbered year to coordinate voting centers and ballot drop boxes on reservations, including locations, hours, and election officer recruitment.

Secretary of State must establish an electronic ballot portal for service members, overseas voters, disabled voters, and tribal members residing on reservations to return voted ballots securely.

Electronic ballot return methods must be secure against monitoring and interference, protect voter secrecy, and ensure only a single vote is cast per voter; portals require annual renewal.

A work group chaired by the Secretary of State, including county auditors, UW Evans School representatives, and electronic voting experts, will advise on portal implementation; the work group expires January 1, 2034.

All provisions must be implemented by January 1, 2029, and will be codified as a new chapter in Title 29A RCW.
