Expands Washington's Address Confidentiality Program eligibility to include victims of domestic violence, harassment, sexual assault, stalking, or trafficking who have confidentially relocated or plan to relocate within the state

Requires state and local government agencies to accept a participant's substitute address (designated by the Secretary of State) in place of their actual residential, work, or school address when creating new public records

Sets four-year certification periods for program participants, with cancellation provisions for legal name changes, false applications, address changes without 72-hour notice, or undeliverable mail

Prohibits disclosure of participant records to law enforcement if the application indicates the victim was harmed by a law enforcement employee, unless directed by court order

Directs the Secretary of State to partner with the Office of Civil Legal Aid to provide free legal resources helping participants own property without public disclosure of ownership
