Expands the 20% alternative compliance option under Washington's Clean Energy Transformation Act (CETA) to include new grid infrastructure investments: transmission capacity upgrades, distributed energy resource integration, substation controls, higher circuit penetration for distributed resources, EV charging infrastructure, vehicle-to-grid integration, electric school buses, and EVs for community organizations serving low-income populations

Establishes that every $1 million spent on energy transformation projects or qualifying grid investments counts as 0.25% toward the 20% alternative compliance requirement

Restricts qualifying investments from using revenue from the state clean fuel standard (chapter 70A.535 RCW), state programs, appropriations, or grants, and investments cannot already be required by other legal mandates

Applies to electric utilities meeting the greenhouse gas neutral standard required by January 1, 2030, through four-year compliance periods ending December 31, 2044
