Department of Commerce may advance funds to public benefit nonprofits that have received department grants, with priority given to organizations with average annual budgets under $5,000,000

Advance payments are one-time only, limited to 25% of the grant award or $200,000, whichever is less, and deducted from the total grant amount

Eligible recipients must have been awarded a department grant within six months, operated in their field for at least three years, and performed satisfactorily on any department grants in the preceding 10 years

Department must develop equity-driven procedures for demonstrating need, consulting with impacted communities, and execute enforceable contracts before disbursing funds

Pilot program expires June 30, 2029, with a required evaluation report due to the legislature by September 1, 2028
