Expands county ferry district authority from operating "passenger-only" ferries to operating all types of ferries, including vehicle ferries

Ferry districts may construct, purchase, operate, and maintain ferries and wharves at unfordable streams, lakes, estuaries, or bays within or bordering the district

Authorizes ferry districts to levy an ad valorem tax up to 75 cents per $1,000 of assessed value (7.5 cents per $1,000 in counties with population over 1.5 million)

Permits ferry districts to incur general indebtedness and issue general obligation bonds to finance construction, purchase, and preservation of ferries and terminals

Exempts ferry district operations from the 10-mile restriction that prohibits competing ferry crossings near state-operated routes
