Redirects tax revenue collected on aircraft fuel from the hazardous substances tax (0.7% of wholesale value on petroleum products) to the aeronautics account instead of the model toxics control accounts

Redirects oil spill response tax (1 cent per barrel) and oil spill administration tax (4 cents per barrel) collected on aircraft fuel to the aeronautics account instead of oil spill-related accounts

Redirects petroleum products tax (0.31% of wholesale value) collected on aircraft fuel to the aeronautics account instead of the pollution liability insurance program trust account

Amends RCW 82.42.090 to explicitly require that moneys from these three taxes (RCW 82.21.030, 82.23A.020, and 82.23B.020) on aircraft fuel be deposited into the aeronautics account

Aeronautics account funds may only be spent after appropriation and exclusively for aviation-related purposes
