Extends the filing deadline for collateral attacks on criminal judgments and sentences from one year to three years after the judgment becomes final

Collateral attacks include personal restraint petitions, habeas corpus petitions, motions to vacate judgment, motions to withdraw guilty plea, motions for new trial, and motions to arrest judgment

Requires the Department of Corrections to notify all persons currently serving incarceration, probation, parole, or community supervision for felony convictions about the updated time limits

Authorizes the Office of Public Defense to provide direct representation of indigent adult or juvenile offenders who have a right to counsel at state expense for prosecuting or responding to collateral attacks
