Establishes a supported living work group including the department secretary, three top supported living providers (nonprofit and for-profit), a disability advocacy representative, and three union representatives including at least one direct support professional

Work group must develop Medicaid rate recommendations to promote equitable compensation for direct support professionals, with potential penalties for non-compliant providers

Department must submit final report with findings and wage investment recommendations to legislature by December 1, 2026; provisions expire September 1, 2028
