Amends Washington's asbestos regulations to set the threshold for "asbestos-containing building material" at 0.25 percent asbestos by weight or area, replacing the previous 0.1 percent standard that was scheduled to take effect January 1, 2025

Creates a new definition for "naturally occurring fibrous silicate material" covering building materials where fibrous silicates exist naturally, including asbestiform varieties of actinolite, amosite, tremolite, chrysotile, crocidolite, and anthophyllite that have not been chemically treated

Exempts commercial aggregates (sand, gravel, rocks from quarry operations) with naturally occurring fibrous silicate content from asbestos labeling requirements and the prohibition on using asbestos-containing materials in new construction

Exempts commercial aggregates and asphalt/concrete materials with naturally occurring fibrous silicate content or asbestos content of 0.25 percent or lower from facility inspection and asbestos management plan requirements under RCW 70A.450.070

Updates Chemical Abstracts Service registry numbers for several asbestos mineral varieties to current identifiers
