Removes the temporary exception that allowed the 2025-2027 fiscal biennium to bypass the "supplement, not supplant" requirement for workforce education investment account expenditures

Requires expenditures from the workforce education investment account to supplement, not supplant, any federal, state, and local funds appropriated or allocated for higher education—with no exceptions

Adds explicit legislative affirmation that account appropriations must provide additional, enhanced, and expanded support for higher education programs and cannot replace, offset, or reduce existing or projected funding from other sources

Amends RCW 43.79.195 governing the workforce education investment account, which receives revenues from the workforce investment surcharge under RCW 82.04.299
