Allows adults 21 and older to grow up to 6 cannabis plants at their residence, with a maximum of 15 plants per housing unit regardless of the number of residents

Establishes penalties for violations: class 3 civil infraction if plants are visible from public view or emit detectable odor; class 1 civil infraction for possessing 7-15 plants; class C felony for possessing 16 or more plants

Prohibits home cultivation in housing units used for family day care or foster care, and allows property owners to prohibit cultivation by renters through lease agreements

Requires any extraction or processing of cannabis concentrates to follow existing rules under RCW 69.51A.270, and exempts the Liquor and Cannabis Board from enforcement responsibility over home cultivation

Provides civil and criminal liability protection for state and local government officials acting in good faith under the law
