Establishes the Rural Access to Emergency Medical Transport Grant Program beginning January 1, 2027, administered by the Health Care Authority

Provides supplemental payments to public and private ground emergency medical transportation providers serving Medicaid enrollees in frontier counties

Supplemental payment amount equals the difference between the Medicaid reimbursement rate and the Medicare rate for the same transport service

Eligible transports must originate within a frontier county as defined in RCW 43.160.020

When funding is insufficient to cover all claims, prioritization is based on the order claims are submitted to the authority
