Adds highway bridge work as a new eligible use of carbon emissions reduction account funds, alongside existing transportation carbon reduction activities like transit, active transportation, and alternative fuels

Requires WSDOT to submit annual reports by January 1st listing the department's top priority preservation and bridge replacement projects for the next six years, including expected costs and timelines
