Defines "noncitizen" as an individual who is not a citizen or national of the United States and requires all state and local government documents enacted after July 1, 2026, to use "noncitizen" instead of "alien" when referring to such individuals

Amends over 40 sections of the Revised Code of Washington across multiple areas including firearms licensing, crime victim compensation, workers' compensation, private security licensing, bail bond recovery, property rights, mental health records, corrections, and public assistance programs

Follows the precedent of existing law requiring use of "Asian" instead of "Oriental" for persons of Asian descent in official documents enacted after July 1, 2002

Exempts terminology changes where required by federal law or necessary to comply with federal requirements that are a condition for receiving federal funds

Allows agencies to use expedited rule-making procedures to substitute "alien" with "noncitizen" in administrative rules without the standard public hearing and objection process
