Establishes a mattress producer responsibility program requiring mattress manufacturers to fund and implement statewide collection, recycling, and disposal of discarded mattresses through a producer responsibility organization by January 1, 2031

Requires producers to register with a producer responsibility organization by January 1, 2027, and submit plans to the Department of Ecology by July 1, 2029, with mandatory recycling rates of at least 70 percent

Creates a 12-member advisory council to provide input on program plans and annual reports, representing government entities, solid waste industry, environmental groups, retailers, and consumers

Prohibits point-of-sale fees to consumers and requires free collection at permanent drop-off sites statewide, including bulk pickup service for 100+ mattresses and service to island and geographically isolated communities

Authorizes civil penalties of up to $1,000 per violation per day (or $10,000 for repeated violations), deposited into a new responsible mattress management account to fund department oversight and enforcement
