Grantees and subgrantees receiving homeless housing assistance funding must submit annual plans by December 1, 2027 (and each year thereafter) specifying goals for the number of people to be helped out of homelessness and anticipated cost per individual housed

State auditor must conduct annual performance audits examining whether grant funds are spent on authorized purposes, service costs versus administrative costs, goal achievement, and departmental oversight procedures

Grantees must submit documentation including spending receipts and outcome metrics (people housed, cost per person, housing retention duration) by June 1, 2028, and every six months thereafter

Organizations become ineligible for future grants if they miss reporting deadlines, spend funds on unauthorized purposes, misappropriate funds, or are found non-compliant with audit requirements

Grantees are responsible for monitoring subgrantee compliance; a grantee is considered non-compliant if any of its subgrantees fail to meet requirements
