Department of Health must create a statewide registry for detention facilities, tracking facility name, address, maximum capacity, average daily detainee count, and owner/operator contact information.

All detention facilities must register annually beginning January 1, 2027, with existing facilities filing by February 1, 2027 and new facilities within 30 days of opening.

Registration required from government agencies responsible for detention, property owners, and private operators of each facility.

Violations subject to civil penalties up to $1,000 per day, with penalties recovered by the Attorney General deposited into a dedicated enforcement account; state agencies are exempt from penalties.

"Detention facility" excludes juvenile rehabilitation facilities, agencies licensed by Department of Children, Youth, and Families, involuntary treatment/competency restoration facilities, and private homes used for home detention.
