Requires health insurance carriers to annually submit detailed coverage and access data for mental health, substance use, and medical/surgical services to the Insurance Commissioner by July 1st, starting with plans issued or renewed after January 1, 2027

Mandates reporting of utilization review outcomes, out-of-network rates, in-network reimbursement rates indexed to Medicare, provider network participation, and appeals data, disaggregated by facility type, provider type, youth/adult services, and in-person/telehealth

Requires the Insurance Commissioner to publish all reported data on a public website within three months and maintain an interactive dashboard for comparing carriers within nine months

Addresses documented disparities in behavioral health access: in 2021, Washington residents were 7.1 to 16.7 times more likely to receive behavioral health services out-of-network compared to medical/surgical services, and behavioral health clinicians were reimbursed 41% less than medical/surgical clinicians

Carrier chief financial officers must certify data accuracy and completeness; all submitted information is explicitly not confidential and must be publicly disclosed
