Repeals seven state accounts: Independent Youth Housing Account, Hospital Infection Control Grant Account, Climate Resiliency Account, Criminal Justice Training Commission Firing Range Maintenance Account, COVID-19 Unemployment Account, Institutional Impact Account, and Hydraulic Project Approval Account

Transfers all moneys from the salary/insurance contribution increase revolving fund to the general fund effective July 1, 2026, and prohibits further expenditures from that fund

Transfers any residual balances remaining in abolished accounts to the state general fund on July 1, 2026

Amends the Abandoned Recreational Vehicle Disposal Account to permanently allow up to 15% of expenditures for administrative expenses, removing a scheduled reduction to 10% that was set to begin January 1, 2026

Declares an emergency for the administrative expense provision, making that section effective immediately upon passage
