Adds adult protective services (APS) under chapter 74.34 RCW to the mandatory caseload forecasting responsibilities of Washington's Caseload Forecast Council

Requires forecasting the number of adults participating in or expected to receive adult protective services while involved in the APS system

Mandates forecasting of screened-in reports of abuse or neglect involving vulnerable adults accepted for investigation or assessment, including case type and prioritization level

Requires tracking and forecasting of reports outside the system's jurisdiction, duplicate cases, repeat perpetrators, and cases referred to law enforcement
