Cities must issue disclosure notices for development permits on land within one-half mile of industrial, maritime, or working economic property, warning of potential noise, odors, dust, chemicals, smoke, lighting, and 24-hour operations.

Property owners receiving such permits must sign acknowledgment statements and agree to refrain from legal action against adjacent working economic property owners for reasonable, lawful activities conducted in normal operations.

The agreement not to sue must be recorded as a covenant or deed restriction that runs with the land and applies to all subsequent purchasers or successors in interest.

Industrial, maritime, and commercial operations conducted consistent with zoning regulations and good management practices cannot be determined to be a nuisance, regardless of changes in surrounding land use.

The act may be cited as the "coastal communities transparency act."
