Amends RCW 39.19.120 to establish a rebuttable presumption that certain groups qualify as "socially disadvantaged individuals" for state business enterprise certification purposes

Women, LGBTQ individuals, and persons who are Black/African American, Hispanic/Latino, Native American, Asian, Pacific Islander, Native Hawaiian, or Middle Eastern/North African are presumptively considered socially disadvantaged

Grants the office authority to designate additional groups as socially disadvantaged through administrative rulemaking

Maintains the state office as the sole certification authority for minority, socially and economically disadvantaged, and women's business enterprises statewide

Certified firms may participate in enterprise programs administered by the state, cities, towns, counties, special purpose districts, and municipal corporations
