Waives all filing fees and surcharges for divorce petitions when a full domestic violence protection order has been issued against the respondent spouse or the respondent has been charged with a domestic violence crime during the marriage

Requires law enforcement to provide free personal service of divorce summons and petition (minimum two attempts) under the same domestic violence circumstances

Amends multiple fee statutes (RCW 26.12.260, 36.18.016, 36.18.020, 36.18.040) to create exemptions from standard superior court filing fees, surcharges, and sheriff service fees for qualifying domestic violence-related divorces

Prohibits sheriffs from collecting any fee for service of summons and petition in these cases, and prohibits county legislative authorities from setting fees for such service
