Amends the funding formula for Washington's Early Support for Infants and Toddlers (ESIT) program, which provides early intervention services to children with disabilities from birth to age three under Part C of the federal Individuals with Disabilities Education Act.

Changes the funding multiplier from a variable rate referenced in RCW 28A.150.390(2)(a) to a fixed multiplier of 1.20.

Funding is calculated by multiplying the annual average head count of eligible children receiving services by the statewide per-pupil allocation formula, then by the 1.20 multiplier.

A child is counted as receiving services if they received services within the same month as the monthly count day (last business day of the month).
