Adjusts the monthly state funding apportionment schedule for school districts to address cash flow issues, with key changes including increasing January from 8.5% to 9.0%, March from 9% to 10.0%, and May from 5% to 6.0%

Reduces the July apportionment from 12.5% to 10.0%, redistributing that funding to earlier months in the school year

Removes an obsolete provision from the 2010-11 school year that had reduced June payments by $128 million with a corresponding July 1, 2011 makeup payment

Maintains the existing emergency advance provision allowing school districts to petition for up to 10% of their annual apportionment in cases of financial emergency

Takes effect September 1, 2026, coinciding with the start of the school apportionment year
