Reorders and prioritizes the Growth Management Act's planning goals, placing housing, property rights, permits, and public facilities at the top of the priority list (goals 1-4)

Abolishes the Growth Management Hearings Board by repealing 16 sections of RCW related to its creation, procedures, jurisdiction, and appeals process, transferring noncompliance determinations to the Department of Commerce

Establishes "by-right development" for residential projects including accessory dwelling units and multifamily housing that meet zoning requirements, eliminating discretionary review by planning commissions or zoning boards

Restricts local governments from requesting additional information after issuing a completeness determination for permit applications, unless substantial changes occur to the proposed project

Requires permit fee refunds of 10-20% when local governments miss statutory deadlines for final decisions on project permits
