School districts must publish all notes, documentation, and bargaining proposals on their official website within two business days of transmission between negotiating parties

Final collective bargaining agreements must be published on the district's website for the duration of the agreement

Exemption applies to post-agreement enforcement activities, including individual employee grievance proceedings; public comment during negotiations is not required
