Adds food assistance programs to the Caseload Forecast Council's official forecasting responsibilities, including the state food assistance program and the supplemental nutrition assistance program (SNAP)

Amends RCW 43.88C.010, which governs the Caseload Forecast Council's structure and duties

The Caseload Forecast Council consists of 6 members: 2 appointed by the governor and 4 appointed by legislative caucus leaders from the Senate and House

Expands the council's existing forecasting scope, which already covers public assistance programs, corrections, foster care, medical assistance, education programs, and the working families' tax credit
