Amends RCW 28A.150.260 to change how state funding for highly capable student programs is calculated and allocated to school districts

Shifts funding formula from a flat 5.0% of district enrollment to actual head count of students eligible for and enrolled in highly capable programs under RCW 28A.185.010 through 28A.185.030

Calculates highly capable program allocations by multiplying enrolled student count by the district's per-student allocations (for classroom teachers, staff, district-wide support, and materials/supplies) and then by a factor of 0.0383

Replaces the previous statewide average of 2.1590 hours per week of extra instruction with 15 students per teacher as the funding basis
