Creates a new registration system for commercial interior designers in Washington, requiring NCIDQ certification, approved education, professional experience, and a state law exam to use the title "registered commercial interior designer"

Limits scope of practice to interior nonstructural work including space planning, egress design, finish materials, and coordination with mechanical/electrical/plumbing systems; explicitly excludes structural modifications, building envelope changes, and engineering of building systems

Expands the Washington State Board for Architects from 7 to 9 members by adding 2 registered commercial interior designer positions with 6-year terms

Requires business entities offering commercial interior design services to register with the board and have a registered designer in a leadership role (partner, manager, or director)

Imposes a $6.50 fee on each registration and renewal deposited into the building code council account, with violations punishable as misdemeanors and civil penalties up to $1,000 per offense
