Increases the maximum vehicle weight subject to transportation benefit district fees from 6,000 pounds to 10,000 pounds for vehicles under gross weight license fees (RCW 46.17.355)

Maintains the existing maximum annual vehicle fee of $100 per vehicle registered in the district

Preserves the tiered fee structure allowing districts to impose $20 initially, $40 after 24 months, and $50 after meeting additional requirements

Retains existing exemptions for campers, farm vehicles, mopeds, off-road vehicles, single-axle trailers, snowmobiles, and vehicles under the international registration plan
