Establishes mandatory minimum sentences of 30-364 days imprisonment and fines up to $5,000 for repeat offenders convicted of "community-safety crimes" including third-degree theft, possessing stolen property, and malicious mischief

Defines "repeat offender" as an adult (18+) with two or more convictions for community-safety crimes within the prior two years

Courts must prioritize diversion programs over incarceration when appropriate; sentences may be stayed if the offender voluntarily enters and completes a court-approved treatment or support program

Failure to complete a diversion program results in imposition of the mandatory minimum sentence

Takes effect July 1, 2026, with the Administrative Office of the Courts required to develop statewide guidance on diversion program eligibility and outcomes tracking
