Local political subdivisions are prohibited from enacting ordinances, regulations, land use plans, or other restrictions that preclude the siting or operation of licensed cannabis producers, processors, or retailers within their boundaries

Removes the existing requirement that jurisdictions must allow cannabis businesses in order to receive a share of the 3.5% per-capita cannabis tax revenue distribution to counties, cities, and towns

Eliminates the provision allowing existing cannabis retailer license holders in jurisdictions with bans or moratoria to apply for social equity program licenses

Social equity cannabis licenses (retailer, producer, processor) may be located in any city, town, or county that allows cannabis business activities, regardless of original license allocation or county license caps established under RCW 69.50.345
