Imposes a statewide excise tax of $0.03 per fluid ounce on sugar-sweetened beverages beginning January 1, 2028, paid by distributors upon first distribution in Washington

Creates the "Hunger Free Washington Account" to fund nutrition programs including SNAP, the food assistance program, fruit and vegetable incentives, free/reduced school meals, and farm-to-school programs

Exempts beverages where milk is the primary ingredient, 100% fruit/vegetable juice without added sweeteners, beverages under 20 calories per 12 oz, infant formula, medical beverages, and meal replacement liquids

Allows distributors to claim tax credits for any local sweetened beverage taxes paid in cities that established such taxes before January 1, 2018 (e.g., Seattle)

Prohibits state agencies from seeking federal waivers to exclude sugar-sweetened beverages from SNAP-eligible food purchases
