Exempts commercial shellfish fees and surcharges under chapter 69.30 RCW from Washington's policy requiring licensing program costs to be fully borne by industry members.

Establishes maximum annual shellfish operation license fees ranging from $416 for harvesters to $1,912 for large shucker-packers (facilities over 5,000 square feet).

Sets biotoxin testing fee caps based on operation type and number of harvest sites, ranging from $271 for wholesale shellstock shippers to $3,304 for large shucker-packers.

Caps export certificate fees at $75 and adds new statutory definitions for "harvester," "harvest site," "shellstock shipper," "shucker-packer," and "wholesale shellstock shipper."

Applies retroactively to fees established on or after February 1, 2026, and includes an emergency clause for immediate effect.
