Amends the definition of "available fiscal resources" for the 2027-2029 and 2029-2031 fiscal biennia to base revenue forecasts solely on the official general fund revenue forecast, removing the alternative calculation that used the prior year's forecast increased by 4.5 percent annually

Removes a provision that allowed revenue projections to be adjusted to the greater of either the official forecast or a 4.5 percent annual growth assumption for these two specific biennia

Applies to both the governor's operating budget documents (RCW 43.88.030) and the legislature's four-year balanced budget requirements (RCW 43.88.055)

Maintains existing requirements that projected maintenance level spending cannot exceed available fiscal resources for the next ensuing biennium

"Related funds" continue to include the Washington opportunity pathways account, workforce education investment account, fair start for kids account, and education legacy trust account
