Washington State applies to Congress under Article V of the U.S. Constitution for a convention of states to propose constitutional amendments imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and establishing term limits for federal officials and members of Congress

Congress's role is limited to ministerial duties only—setting a reasonable time and place for the convention's initial meeting—with no authority to determine convention rules or select delegates

The convention must operate on a one-state, one-vote basis, with state legislatures retaining exclusive authority to name and recall their delegates

Any amendment that seeks to modify, amend, or repeal any provision of the Bill of Rights is expressly prohibited and would render the application void

The application remains in effect as a continuing application until at least two-thirds of state legislatures submit applications on the same subject
