Amends Article IV, section 3 of the Washington State Constitution to require Senate confirmation for gubernatorial appointments to fill vacancies on the Supreme Court

Changes terminology throughout the constitutional provision from "judges" to "justices" when referring to Supreme Court members

Establishes that the Supreme Court shall select its own chief justice from among its members to serve a four-year term at the pleasure of a majority of the court

Requires the Secretary of State to place this constitutional amendment on the ballot at the next general election for voter approval or rejection

Removes obsolete transitional language regarding the first election of Supreme Court judges dating back to the original state constitution's adoption
