Proposes a constitutional amendment to Article VII of the Washington State Constitution allowing the legislature to create a property tax exemption for residential real property used as a principal place of residence

Grants the legislature authority to establish restrictions and conditions on the exemption as it deems proper

Requires the amendment be submitted to qualified voters at the next general election for approval or rejection

Mandates the Secretary of State publish notice of the constitutional amendment at least four times during the four weeks preceding the election in every legal newspaper in the state
