Proposes a constitutional amendment to Article VII, section 2 to be placed before Washington voters at the next general election

Removes the authority for school districts to levy excess taxes for "support of common schools" and school facility construction, modernization, or remodeling

Eliminates the provision allowing school district tax levies to pass by simple majority regardless of voter turnout

Retains excess levy authority for fire protection districts (up to 4 years for operations, up to 6 years for facility construction/remodeling)

Maintains the existing 1% aggregate property tax limitation and all other provisions for exceeding limits through voter-approved bonds for capital purposes
