Proposes a constitutional amendment to Article II of the Washington State Constitution requiring a two-thirds vote in both the House and Senate to approve any legislative action that raises taxes

Defines "raises taxes" broadly as any action or combination of actions that increases state tax revenue deposited in any fund, budget, or account, not limited to the general fund

Preserves the referendum power allowing tax increases to be referred to voters for approval or rejection at an election

Requires the Secretary of State to submit the amendment to qualified voters at the next general election for ratification or rejection

Mandates public notice of the constitutional amendment be published at least four times during the four weeks preceding the election in every legal newspaper in the state
