Proposes a constitutional amendment to divide Washington State into two autonomous regions: the Puget Sound region (13 western counties including King, Pierce, and Snohomish) and the Columbia region (26 eastern and southern counties including Spokane, Yakima, and Clark)

Each region would have its own regional constitution, bicameral legislature (senate and house of representatives), and regional governor with executive power

Regional capitals would default to Thurston County for Puget Sound and Grant County for Columbia, unless each region selects a different location

Current judges, county/local officials, and federal officials would continue serving their terms pending their next election upon adoption

State assets would transfer to whichever region they are physically located in, while state liabilities would be divided between regions proportionally based on population
