Proposes a constitutional amendment to Article II, section 43 allowing the legislature to redraw Washington's congressional districts between decennial censuses by majority vote if another state redistricts its congressional maps for reasons other than court-ordered remedies

Requires any mid-decade redistricting to follow existing standards: equal population, contiguous territory, compact and convenient shape, and separation by natural, artificial, or political boundaries

Amended congressional districts would take effect immediately and remain in place until triggered again or until the next decennial census redistricting

Requires the constitutional amendment to be submitted to voters at the next general election for approval or rejection
