Commemorates March 9th as Billy Frank Jr. Day in honor of what would have been his 95th birthday

Honors the Nisqually Tribe member (1931-2014) who led "fish-ins" and civil resistance throughout the 1960s and 1970s to defend tribal treaty fishing rights, resulting in the landmark United States v. Washington (Boldt) decision

Recognizes his 30+ years as Chairman of the Northwest Indian Fisheries Commission, which supports natural resource comanagement for 20 treaty Indian tribes in western Washington

Notes his posthumous Presidential Medal of Freedom awarded in 2015 by President Obama, along with numerous other awards including the Albert Schweitzer Prize for Humanitarianism

Acknowledges that a statue of Billy Frank Jr. will be unveiled at National Statuary Hall in the U.S. Capitol to represent Washington State
