Energy Facility Site Evaluation Council (EFSEC) would gain authority to make final decisions on energy facility certification applications, eliminating the current requirement to submit recommendations to the governor for approval

The 12-month timeline for certification decisions would remain, but the council would issue final approvals or rejections directly rather than awaiting gubernatorial action within 60 days of receiving council recommendations

Amends 14 sections of the Revised Code of Washington (RCW) across multiple chapters including energy facility siting, air quality, carbon dioxide mitigation, water pollution, and shoreline management

Repeals RCW 80.50.320, which required the governor to evaluate council efficiency and make recommendations

Governor retains authority to appoint the council chair but otherwise would have no direct role in individual project certification decisions
