Enacts the Uniform Military and Overseas Voters Act to align Washington state voting law with federal UOCAVA requirements for military personnel, their dependents, and U.S. citizens living abroad

Requires county auditors to mail UOCAVA ballots at least 45 days before primaries and general elections (30 days for special elections), with options for electronic ballot delivery via fax, email, or internet

Extends ballot acceptance deadline for UOCAVA voters to the day before county certification of results, provided the ballot was submitted by 8:00 p.m. on election day

Directs the Secretary of State to develop and test a secure electronic ballot return portal exclusively for UOCAVA voters, with annual progress reports due to the legislature by December 1st and a final report due December 1, 2028

Protects UOCAVA voter email addresses from public disclosure and prohibits ballot rejection based solely on missing, late, or unreadable postmarks if the voter's declaration attests to timely submission
