Removes the $100 cap on public transportation costs for individuals released from Department of Corrections custody, allowing transportation by any method of public transportation to their designated residence or reentry plan location

Requires DOC to coordinate release timing with partnering nonprofit organizations that support reentry, including transportation arrangements to the person's residence or discharge location

Grants superintendents authority to review and approve or deny transportation expenses to ensure appropriate use of state funds and reasonableness of requests

Limits DOC-provided transportation for unconditionally released individuals to in-state locations, unless subject to interstate compact, out-of-state warrant, extradition demand, or interstate/federal agreements

Mandates annual reporting to the governor and legislature starting December 1, 2026, on transportation costs exceeding $100, including methods used and nonprofit coordination efforts
